Stage 2 is the pinch point. Target-setting, the pre-refurbishment audit, space allocation and the first predictive models all land here. Anything missed is usually unrecoverable.
Stage 4 freezes the design for most measures — but not all. D72, D60 and the space-planning measures are constrained earlier and must be issued by Stage 2 or 3; D07, D84 and D20 cannot be closed until pre-construction or later.
Most exercises are not the Assessor's to deliver. The Assessor co-ordinates, reviews against the GPM criteria and submits; MEP, LCA, acoustic consultants and the contractor produce the substance.
Four GPMs sit outside RIBA 0–6. P10 lighting energy in use, P11 small power energy in use, P18 zero carbon energy contracts and the occupancy limb of D71 Soft Landings aftercare are assessed at occupancy stage only, and are excluded.
